Tagging
The first and easiest way to reply to someone is to directly refer to them by their username. You can do so by typing the
Reply to [Username]
If you use the 'Reply to [Username]' option seen at the bottom right of their message, it will create a new message of your own with the full post of username quoted. It will appear semi-hidden text area, which can be expanded by anyone viewing the thread or post.
Multi-Quote
Multi-quoting is probably the most effective way of replying to someone. Instead of replying to an entire paragraph or 5, you can direct a reply to just one or two sentences.
Simply highlight the text you want to quote and click '+Quote'. Sometimes on Android devices the "Copy", etc., menu will appear; you can drag this out of the way and the '+Quote' option will be available.
This will add it to your multi-quote list. In order to insert it into your message, you have to then click the 'Insert quotes...' button located just below the textbox where your message goes.
Here, you can see and review a list of all the quotes that you've elected to multi-quote.
Rearranging the order of your quotes can be done by dragging them up and down by the three bars on the left.
If you didn't mean to quote a section, removing a quote is as simple as clicking the 'Remove' button to the right of that quote.
Select "Quote messages" once you have your quotes in order. This will populate your message with some unusual text to most. You just have to be aware to type your message after the

You can then narrow it down to the one individual you are trying to reply to from there as you have the quick option of selecting who you want from the list. However, fully typing their username it out will work as well and is not case-sensitive.Reply to [Username]
