2) Get signed up for health insurance. I now have a new health insurance card that sits right next to my residence card.

Your health insurance cost premium will be determined upon your wife and your income.
since my wife and my income is very very low we pay about $35 a month for the national health insurance.
Show the less income you have the lower your premium for insurance cost is.
Also your deductible is 30% and you have to pay cash at the time of service.

Thanks for the input. Do you know if the amount for health insurance will be worked out through my (future) Japanese employer? Or am I headed back into the local city hall by myself in order to set up some kind of automatic payment system?

Keep in mind that VA or SSD entitlements after retirement are not considered as earned income.

Your only countable income, aside from your new job, would be from your military/retirement checks.

I'm sorry but l don't know and don't know anyone l could ask.
But if your income is low whoever pays the premium for you or you pay it you will be very low so I wouldn't worry really too much about it it's pretty cheap actually and if you were really on the top scale income it's currently right around I believe $9,000 a year.Thats the max .
When our business was making a good income l think we were paying about 8500 a month for 3.

Sorry my math should have said 720000 per year, but now 3500 yen a month or about 35 bucks..
Also it's my understanding the govt.lowered the rates due to the corona virus.
